Recorded crime falls but what about under-reported crime?

The British Crime Survey (BCS) released a survey last week that reported recorded crime is down 5%.
Fraud, however, remains largely under-reported to the police with e-crime and credit card fraud actually increasing during the last year.
The BCS indicated that people are now more at risk of being victims of plastic card fraud with growing concerns over identity fraud.
In this unstable economy, identity fraud and data security are common problems as customer data is an attractive asset to a disgruntled employee.
The Financial Services Authority, however, have found that customer details are often sent by post, filed in unlocked cabinets and not encrypted. Could this be a training issue?
